Bluemix Republic Cebu

August 22 – 30, 2016



Bluemix Republic Cebu is an app development competition in Cebu hosted by  and DevCon Philippines. High school and college students are invited to build an app for social good – an opportunity to be a superhero using their coding skills!

The competition aims to gather 10 teams of 3 members each. Each participant will undergo a Bluemix workshop and mentorship together with IBM Cebu employees. Faculty members are also encouraged to join the workshop and coach their teams. Teams will then pitch their apps and winners gets to have a chance to win over P60,000 worth of prizes.

Note: Participants must be knowledgeable in HTML, CSS, JavaScript, and at least one (1) of the following: NODE.JS, PHP, JAVA.)

August 22 (Monday)  

  • 1:30PM: Introduction to Cloud Computing, Platform as a Service (PaaS)
  • 2:45PM: Introduction to Bluemix
  • 3:15PM: Snacks
  • 3:45PM: Bluemix Setup (Cloud Foundry, Eclipse, DevOps)
  • 5:30PM: Dismissal

August 23 (Tuesday)

  • 1:30 PM: Bluemix Workshop (Bluemix Services) 
  • 3:15 PM: Snacks

  • 5:30 PM: Dismissal

August 24 (Wednesday)

  • 1:30 PM: Bluemix Workshop (IBM Watson) / Visual Recognition
  • 3:15 PM: Snacks
  • 3:45 PM: Bluemix Workshop (IBM Watson) 
  • 5:00 PM: Announcement of hackathon theme and guidelines
  • 5:30 PM: Start of contest proper / Dismissal

August 26 (Friday)

  • Consultation at IBM Office

August 30 (Tuesday)

  • 11:00AM: Networking & Preparation of Presentations
  • 1:00 PM: Pitching
  • 3:00 PM: Awarding


Team Composition

  • Only registered teams will be allowed to compete. 
  • Team Composition: 4 students maximum and 1 teacher/faculty
  • Maximum of 2 teams per school only
  • Competition only accepts maximum of 15 teams so first come, first served

Bluemix Workshop (August 22 – 24)

  • Teams must attend the 3 half-day Bluemix workshop to pitch in the competition proper
  • On the 3rd day of the competition, the theme will be announced where teams can start developing their apps.

Pre-Workshop Requirements

  • Participants should bring their own laptops.
  • Participants should have already signed up in Bluemix.
  • Participants should have already downloaded Eclipse. We recommend this version of Eclipse as it is already integrated with Bluemix.
  • Participants should bring backup pocket wifis, mobile data capable smartphones, and similar devices that they could use to connect to the internet. (Just in case venue internet provided will fail.)

Competition Proper (August 30)

  • Teams are given 5 minutes to demo their applications plus 5 minutes for Q&A
  • Apps must use any Bluemix services

Judging Criteria 

Judges will give a score of 1 to 10 per criteria per team. 1 being unexceptional 10 exceptional. The judges’ decision is final.

Quality of Idea


Includes creativity, originality, and “wow” factor of the idea.

Implementation of Idea


Includes how well the idea was executed by the developer and the extent to which Bluemix service(s) were utilized.

Potential Impact


Includes the relevance and potential impact of the application on the intended persona group.

Completeness of the Solution


Includes the extent to which the solution is relevant, complete, and functioning.


  • 1st Prize – P30,000 worth of prizes plus IBM & DevCon freebies
  • 2nd Prize – P20,000 worth of prizes plus IBM & DevCon freebies
  • 3rd Prize – P10,000 worth of prizes plus IBM & DevCon freebies
