Devcon Devise is an application development competition that aims to challenge students in solving real world problems with mobile applications.


Theme: The country has been facing inevitable man-made or natural catastrophes. Now, in the age where almost everyone owns a device, how can mobile technology overcome these challenges? Thus, the theme is Public Safety and Disaster Preparedness.

Criteria of Judging


50% Execution of Entry How fully developed and implemented is the Entrant’s concept in the submitted Entry? How complete is it?
25% Innovation of Entry To what degree does the Entry illustrate new and innovative uses for mobile technology? Was the idea unique, or a different take on an existing/similar app?
25% Utility of Entry How useful is the Entry in addresing public safety and disaster preparedness  with mobile technologies?


Frequently Asked Questions

1. Who can join this competition?

Undergraduate students, both those of degree and non-degree courses, who are enrolled in a school in the Philippines any time within the contest period (January 2017) are allowed to join the contest.

This means that people who have graduated or not currently enrolled in a course are not allowed to join the contest. On the other hand, this also allows for entries from High School and even Grade School students as long as they can prove that they are the ones who have coded most of the app.

2. What types of apps are allowed?

Any type of mobile applications are allowed as long as it fits within the theme. Here are some examples:

  • An educational game for kids that teaches them what to do when disaster strikes.
  • A mobile app that uses geolocation to connect you to the closest and most relevant rescue services (e.g. fire department for fire, police department for crime) in a few taps.
  • Cheap custom designed devices made from off-the-shelf parts that can be distributed to remote locations which can provide early warning for certain calamities for residents.

3. We already have an existing mobile app (e.g. thesis, side project), can we submit it as our entry?


Submitting entries is not a one-time deal: you can re-submit your entry as many times as you like, with the last submission containing the complete working application.

4. Our team is not located near Metro Manila. Is travel and accommodation for the finalists covered?

We will cover the travel and accommodation for all 4 members of the team.
